With so many spirits and resurrected beings in heaven, there are bound to be bureaucratic delays. After you die, I’m guessing it will take at least several months until your final judgement. So, there must be a "pre-judgement" to decide on which side of St. Peter’s Gate you can reside until your final judgement trial. However, heavenly laws are probably not like earthly laws...
